The PukPolicy.MaxRetriesContact value can used for both contactless and contact.

Applet does not permit contact and contactless retries to be the same value

To disable this functionality, set the MaxRetriesContactless value to be 1 higher than MaxRetriesContact.

To enable this functionality, make sure the MaxRetriesContactless value is at least 2 higher than MaxRetriesContact.
